Safety of non-food products is regulated by the Law of Ukraine "On General Safety of Non-Food Products" (hereinafter - the Law). The general definition of non-food products and other terms are given in Article 1 of the Law.
As for the scope of the Law (Article 2), it should be noted that it applies to those non-food products that are not covered by the scope of technical regulations and other normative legal acts of Ukraine.
The safety of non-food products may be considered proven if these products comply with state standards harmonized with EN.
If there are no state standards for the relevant products, other normative documents of Ukraine or international standards or standards of other countries may be applied, provided that they establish requirements which guarantee safety of non-food products.
The Law does not apply to food products and raw materials for them, medicines, military products, such (see Clause 3 of Article 2 of the Law).

Market surveillance of non-food products is carried out by state market surveillance authorities in accordance with the Law of Ukraine "On State Market Surveillance and Control of Non-Food Products".
