Article 24 of Section VI of the Law of Ukraine "On Technical Regulations and Conformity Assessment" рregulates the procedure for voluntary conformity assessment (product certification).
The voluntary conformity assessment is not regulated by technical regulations, but is carried out only by voluntary decision of the manufacturer. The method of conformity assessment and its procedure is determined exclusively by the manufacturer.
The methods of voluntary conformity assessment may vary: testing, drawing up declaration of conformity, certification, voluntary inspection and conformity assessment of any declared conditions.
The above methods of conformity assessment can be provided separately or in simultaneous combination of some of them.
To determine whether a product is subject to a particular technical regulation, it is necessary to analyze all the technical regulations entered in the register (see the Register of the Ministry of Economic Development, Trade and Agriculture of Ukraine: Register of Technical Regulations).
The conformity of products that are not subject to technical regulations can be assessed voluntarily.
However, products that have been assessed for conformity to a particular technical regulation under module A (internal production control) may also be subject to voluntary certification.
The involvement of a conformity assessment body (certification body) may be an additional confirmation of its safety carried out by a third (independent) party.
